The … WebHoward finally commanded the Atlantic Military Division at Fort Columbus on Governors Island in New York before retiring in 1894 as a major general. Then in 1896 he founded Lincoln Memorial University in Harrogate, Tenn., to educate “mountain whites.”. He died in 1909 in Burlington, Vt., on Oct. 26, 1909. He lies buried in Lakeview Cemetery.
