WebbI've used ShareGate to do a SharePoint 2007 to 2016 on prem migration. When i used it I could do whatever I wanted for the year we had the license. It was one user on one workstation, but that's all we needed. Unless something changed what you're describing isn't accurate. ShareGate definitely helped us a lot and we definitely needed it.
